Yea, Load up a game save or star a new game once the gamee level is fully loaded you active the mods except money mod

And then
Open submarine switch window then active the mod and wait a bit to get its effect

I've been waiting for a long time, but when I buy something the money still decreases

No mods, I play normal Campaign mode

Have you tried verifying your game files? Also does the game offer multiple saves?
