Captain Tsubasa Mods wont load

trying to run captain tsubasa rise of new champions and wemod wont start the mods

I alr did things like add a custom game file and made sure it was correct, made antivirus exceptions to the two links, restarted my pc. dont know what else to do. It works fine for other games, just not captain tsubasa.
