After reinstalling both the game and WeMod, and following the WeMod instructions to launch the game outside of Steam first, and then press Play in WeMod, I haven't been able to play Wukong with WeMod. I've also paused and exited my security software, and the game/steam is up to date so I'm not sure what's going on.

Just wanted to give an update and say I got it working. Here’s my solution to help anyone else: I deleted the b1 folder in the appdata and I think some leftover modding (outside of wemod) had affected it. I reinstalled the game again after deleting the b1 folder.
