Uninstall WeMod via the Add Or Remove Programs feature found in settings/control panel.
Navigate to these three places and, if these folders still exist on your PC, delete them:

C:\Users\%username%\AppData\Local\WeMod
C:\Users\%username%\AppData\Local\SquirrelTemp
C:\Users\%username%\AppData\Roaming\WeMod

Restart your PC. Download WeMod’s offline installer from this direct link and install:
