Hi! Does it only happen when you play Fallout 76? How about the other games? As far as I know, it will always run in the background once it is installed. And to be honest, I'm not sure if it can be stopped for a while. 
But if you are no longer using the overlay option then you can uninstall it from the Xbox Game Bar.
To uninstall: Open Xbox game bar > Click the Widget Menu > Select Widget Store > Go to Installed tab and look for WeMod Overlay. Click the 3 dots and choose Uninstall.

I havent seen it before so i guess FO76 is the only affected
But alright, i uninstalled it, is it gone now?

Yes. Have you tried to run the game after you uninstall it?

I kinda just opened the overlay while ingame accidentally
