So you are launching the game through Steam first, selecting the (32 Bit) option?
Then, after you've launched the game, you've loaded the game world, then clicked Play in WeMod?

In that case, make sure WeMod has been added as an exception to your anti-virus. They tend to cause issues like this as well

Your antivirus software may be interfering with WeMod. Try whitelisting or adding any exception for these two folders:
C:\Users\%USERNAME%\AppData\Local\WeMod and C:\Users\%USERNAME%\AppData\Roaming\WeMod
