I've been trying to figure this darn thing out for about 3 hours now, and have gotten pretty much nowhere. I know how to do the actual editing, but apparently I'm missing something regarding the actual re-encryption of the CAW file/save file, etc.

I downloaded the save editor from a Youtube video with a WeMod.com link.
so I figured it was a fairly up-to-date and safe program to download.

1). Open up Horizon or whatever you use to mod games
2). Find your save
3). Right click and extract it
4). Open my tool
5). Mod whatever you want
6). Close my mod tool(If you don't your save might get corrupted, because your save needs to be compressed back else the mods wont work)
7). Go back to Horizon
8). Right click on your save
9). Click inject file
10). Find your Cas File that you want to modify
11). Right click and extract it
12). Open my tool with the Cas File
13). Mod what you want like normal
14). When done click Extract Cas File
15). Hex edit what you want
16). When done click Replace Cas File
17). Enjoy your mods:)

there are some steps that are decidedly vague. Also, the tool mentioned above can't just be opened by right-clicking a .cas file and selecting the save editor.

I've tried injecting edited CAWs though. They always end up the same way: "damaged or missing" error. EVERY TIME.
I've also tried quick-fixing them so that they're hashed and signed properly. Still no cigar.

the one thing I really hate about WWE 2K17 for 360 though...is how insanely hard it is to break up pins or submissions.
I've also seen something from 2K16 in it as well (albeit not as common): when attempting a flying move, sometimes you'll just jump and land right in front of the turnbuckle, completely whiffing on the AI.
Another annoyance is how the AI just flat-out IGNORES reversal inputs on occasion (usually during tag-team or finisher moves).
and other times it's like the AI is immune to being grappled (as if the AI were just ONE PIXEL outside of your reach)

And you wonder why I want to build a wrestler that's hacked to the point of nearly breaking the game, so I can "godmode" the AI...

Once I figure out what I'm doing wrong regarding getting these CAWs edited and reinserted into the game, I could then build a hacked moveset to go along with the wrestler, so that they end up being an actual "god", and capable of ripping through the entire WWE roster almost effortlessly (on Legend difficulty, with the reversals turned all the way up)
So...any idea what I was doing wrong in terms of the whole "corrupted/damaged" CAW files?

now, the question is this: how do I get this CAW to not appear "damaged" on my game?

what sort of difference does having all 255 in attributes even do? Does it actually make a greater impact than having all 100?
that is, is it easier to make people submit/do more damage with each move?
I remember trying this on the PSP version of Smackdown vs. RAW 2011.
And it seems as though setting the attributes to 255 does seem to make somewhat of a difference. (but...there was no way to distribute HP in that game--the first game to allow you to do so was WWE '12, I think)
