A player can perform bad during a match and u cant do anything about it. The 3 17 is almost the same as opponents bottom 5 12. The second 9 16 is same as 8 12 of opponent. And it isn't about matchmaking issue if everyone's rank falls under the same elo lobby.

If u still want to report the afks for griefing u can manual report thru in game support but u will need video evidence of them being afk for some rounds.
