By "don't go up" I am guessing your rank doesn't increase or you barely get ratings. It can happen when your performance in the match was not good enough or the opponents were lower rank so by winning against them you'll get less.
If players choose to speak English or other languages then it's their choice. The game doesn't match people based on their language or ethnicity. This is not the game's fault. You can find friends who speak the same language as you to play with you.
Bronze-silver is a fair matchup. If you only went against bronze player then the matchmaking time can be very long, and you won't get better if you don't play against more skilled opponents.
All in all, just make friends similar in rank to yours and play with them. It will solve most of your problems. The matchmaking is working as intended.
