The best way to report anything is through our in-game help tool. You can access it like this:
Open the game → Settings → Help → Type what you want to do into the search bar depending on the topic (e.g.: "I want to report a bug" or "I want to report a player / cheater") → Fill out the related form.

Include the following in your report:

Enough footage to make a conclusive case. This means clear evidence of the hacking/violation of rules (minimum of 15 seconds of video material, otherwise we will ask more evidence)

In-game audio must be present.

Do NOT edit the video.

In the report, state the in-game-name (IGN) of the player(s) you think are hacking/violating rules as well the time or the times in the video when the hacking/violation of rules happens (example: 2 minutes and 25 seconds in the video suspect is hacking/glitching/griefing)

If possible let us know in your report how long your evidence is. We are not going to look at the evidence till you provide us relevant information.
You can upload the video directly from your camera roll (if it doesn't exceed 200 MB). Alternatively you can upload the video to YouTube, Google Drive or another platform that allows linking, and then send us the link to the video.
Send any and all evidence you have, screenshots/videos.
Make a screenshot or a video of the bug and, if possible, include information you might have on what happened beforehand. If you can replicate it, please feel free to let us know how.
