You realise the badges Override eachother.
So in the end you'll be having a biome specific outfit regardless of what biome you're currently at

No. The survival kits were the original concept before the badges. Same for what will be replacing the smoothies..
They just didn't want them to be something you could equip and lend to others. So decided for the badges instead.

Ever since 1.0 you could already see mentions of the survival kits and the other consumables in the game files.
