Repeated -51331 Error. (Wiilink Mail Patcher v2.2.1)

I want to restore the Wii's online services.
However I keep getting this error.
I've tried my main network and Hotspot, didn't work.
Any fixes?

does a connection test work? If no, then it is an incompatible router

other stuff shouldn't work too like updating the wii, EULA, internet channel and wii shop channel

also it's not exactly the best idea to enable upnp from a security standpoint

it says "weird? (-2)" on wiimmfi patcher for some reason
