When I launch the app everything goes like normal, until this pops up and it just stays like that forever, I know my HDD or (c)IOSs aren't the cause of this, since wiiflow works perfectly fine.
This only happens when I have my HDD plugged into my Wii.
one thing I tried is to go into USB Loader GX without my HDD plugged in, and that gives the "... or press A to enable SD card mode" message, when I press A, everything works but I can't use my HDD, when I try to initialise it, it detects it but when I go to the game menu a message pops up saying "initializing USB device failed, entering Wii channel mode" or something like that.
I've also tried going into the Loader setting and changing the Loader IOS from 249 to 58, which somehow made the app initialize my HDD, but it couldn't launch games, it would just go to a black screen everytime, I tried different games and changing all the game settings but nothing worked, The black the screen is probably because I'm using Loader IOS 58, and I heard that IOS 249 is recommended for USB Loader GX.

This version of USB Loader GX supersedes the SourceForge version, which was last updated in 2019. - wiidev/usbloadergx

also, what format is your hard drive in? it should be in fat32 mbr
I had the same problem a while ago with a USB Stick.
New Stick with factory FAT32 worked totally fine until I unplugged the stick to copy some new Game onto it. After that USBLGX would not initialize the Stick anymore.
I tried reformating (FAT32) the Stick with multiple tools, but nothing worked.
Then I tried reformating the Stick to WBFS, wich worked for a time, until I unplugged the Stick again.
After some more reformating I formated the Stick to NTFS and since then had no more Problems. It has been ~2 years and I unplugged and plugged the Stick back in many times and it still works.
Actually, now that I thought about it, I'm not so sure anymore about the WBFS formated Stick. It might have been a second USB Stick I tried out that was working for awhile and not the WBFS formated one...

hmm, so change the format to NTFS?
and is ntfs readable by windows?
flash drives are just generally unsupported and problematic, which is why hdds are recommended
@ivory coral changing the format to NTFS didn't change anything
@woven island changing the Loader ios to 251 made the app initialize the HDD but it would give this error after about 5 second of going to the game list:
