sounds like you're missing eula
you can get it from system-channel-restorer
as for the forecast channel, you probably need to get a new wad and install it

it makes games slightly slower, but loading them through usb loader gx / wiiflow with the video mode set to ntsc alleviates that

but you can bypass that by setting your country to somewhere it was available
then using anyGLOBE changer (not to be confused with anyREGION changer) to set your country back
