Have you tried WiiLink mail by any chance? You're not the first one to complain about that, and it seems to have begun soon after their mail service was released

I was on Wii Link before it worked without problem. It’s since I switched to RC24 mail that this bug has been created. L a r s e n told me to try the mail remove mail RC24 patch which deleted everything from my friends list but which created another problem which was that the emails were not being sent. I tested on my email but 0 messages received by my Wii U

Let's try something, but your Wii number might change (I don't really remember how this shit works)

Get WiiXplorer : https://hbb1.oscwii.org/hbb/wiixplorer/wiixplorer.zip
Place it on your SD card like any other homebrew
Run it from the Homebrew Channel

On the interface, click on the SD card at the top-left corner and select NAND
Go to shared2, press + when hovering wc24 and click Copy
Go back to your SD card and paste it there (anywhere you want on your card)

Click Start on the bottom-left corner > Settings > Boot Settings > enable NAND write
Go back to your NAND, go to shared2, press + when hovering wc24 and delete the folder

Go back to your Wii menu, you should be prompted with a message telling you something went wrong with WC24

Right now, your Wii is "reset" to Nintendo URLs which is why you are getting the currently broadcasted announcements from Nintendo

First of all, are you still getting spammed with messages?
If yes : the issue is now on the server-side
If no : you likely have fixed that one

Right now, your mail configuration is completely virgin from any RC24 modification
The patcher needs to be run again so your Wii can connect back to RC24 mail server

I checked on my Wiiu to see if Nintendo messages have stopped spamming me and they have. I tried to launch the RC24 mail patch again but it still considers that “my Wii friend code is already in our database”

Because the original NWC24 servers are still online despite the service being shut down for 10 years now

You don't need to use any clear tool

You just need to wait for one of them to wipe you from the mail server, and when that'll be done you will just need to run the patcher

And at that point your Wii should be connected to RC24 mail server and not spam whoever you try to reach

If you still have your backup from yesterday, rename it to something like wc24_backup
Then, go to WiiXplorer and copy nand:/shared2/wc24 to your SD card again

About your "original" wc24 folder (prior to deleting it).
The nwc24msg.cfg file contains Nintendo URLs (*.wc24.wii.com) which is why you couldn't send mails.
This is probably a consequence of running the Clear Tool, which probably wiped WC24 configuration back to its original state.

Now, about your current wc24 folder.
The nwc24msg.cfg file looks good : RC24 URLs, you are registered, you have proper password and mail id, the domain is alright
