Cmoc Reinstall problem

Hello, I have a problem that involves reinstalling Cmoc on the Wii shop. I try to reinstall but it gives Me an error every time. It all started cuz of the fact that the channel is supposed to say "New Contest is beginning!" Sometimes but it doesn't. Can I ever reinstall it with the Wii shop?
