You can't receive DLCs from RiiConnect24 using Dolphin as of now, as this involves using a custom DNS to route requests to RC24 (Dolphin won't use custom DNS if you set it).
However, you can use Wiimmfi to get into friend islands by patching your game image. See https://wii.hacks.guide/wiimmfi#manual-disc-image-patching-via-pc for instructions.
I'm not aware of an existing game image patch for DLCs, even tho this could theorically be possible

I’m not sure it’s gonna work because Wii U’s NWC24 support is incomplete
But all you need is to use the RC24 DNS

If you receive the DLC, it worked
If you haven't... you can't really tell lol
You might need to wait at least a whole day for the console to check for DLCs tho
Even tho I'm quite confident it won't work on Wii U sadly lol
