Here's information about your error:

Class for error 2xxxx: NAS/NASWII (login server) error codes.
Error for error 20100: Can't connect to the internet.
Note for error 20100: Occasionally, the LAN adapter no longer works correctly until restart.
Solution for error 20100: Restart your Wii and/or Check IP, Netmask, DNS, Gateway and Router.

You need a Wi-Fi network with WEP or no security to play DS games online, even if you use a 3DS.
If you can't put these settings on your router then you can use a phone hotspot, but iPhone won't work.
If you can't put these settings into your router and you have an iPhone, you can buy a compatible router and set it up as an additional router.

Pokemon Black's package says that it supports high-speed, high-security wireless communication, so I don't think WEP is necessary, but does it have to be WEP?

I don't know but I think so, try using phone hotspot unless you have iPhone
