My ISP doesn't allow manual DNS so I thought that I was forced to use the hotspot for RiiConnect24 but then I discovered that RiiConnect24 DNS Server exists (the program that you install on the computer to connect to RiiConnect24) but I couldn't find many informations tor this and it's not in wii.guide, so I have some questions (I apologize if there are too many questions): does it modify something in the modem? Does it affect other devices too? When you activate it, do you still have to accept the RiiConnect24 message? Does it work with LAN or only with Wi-Fi? And, most importantly, how can I make it work? Sorry for too many questions but, really, I have not found any information. I'm using Windows 10, if it helps.

yes, you need to keep it running on a computer in your network when you want to use the features that require the rc24 dns
the idea is that you then set your computer's internal IP as DNS on your Wii so it will resolve the domains locally

I think (but haven't tested) that if you set the secondary DNS to be a globally resolvable one (cloudflare or google whatever) then your Wii should try that one when it can't reach your computer (e.g. when it is turned off), but it might take longer to initially load certain online functionality
so you could try that
but you need to make sure that your computer's internal IP doesn't change
otherwise it might randomly break when it renews its dhcp lease, which usually happens on every boot
What If I just change ISP? That would be easier (Just joking, unfortunately, I can't do that)
unfortunately I don't think there really is a way around it; since regular dns is unencrypted your isp is likely just blocking or rewriting those requests so you'll need to use a local dns resolver. another option would be to set up DoH if you have a non-isp provided router (or have a computer to setup as dns provider somehow) but unfortunately I don't think rc24 provides that service
so I think the secondary dns trick combined with only running the program when needed might be the easiest solution in your case
if you want to take the difficult route and you don't borrow your router from your isp, you might also be able to flash custom firmware and configure the built in dns server on your router
