To help troubleshoot your issue please run Syscheck and test all IOS on your Wii by following this guide:
https://wii.guide/syscheck
When it's done it will generate and display a syscheck.csv file.
If you have an SD, power down the Wii and insert the SD into a PC. Drag and drop the syscheck.csv file from the root of your SD into chat.
If you don't have an SD, you might get an error. Just continue until the report is displayed. You will need to upload the report and link the URL to chat or take photos of the entire report.

Yeah, install cIOS to slot 249 as this guide describes: https://wii.guide/cios
You can skip slots 250 and 251 because those are correct.

Installing to 249 will overwrite the cIOS u have on slot 249 so WiiFlow should work afterwards
