Trying str2hax but getting error 101305, internet test fails

do i need to reformat the system memory or something?

seems as though the internet test must succeed before I can do the eula

Here's information about your error:

Class for error 1xxxxx: WC24 error codes.
Section for error 10xyzz: WC24 internal processing error. (x=task type, y=error module).
Group for error 101yzz: Task type »account«.
Error for error 10x305: HTTP access failed (NHTTP).
