Probably dysfunctional wifi card, or they didnt go to the internet settings.

on wii flow you can just go into its settings and click donwload covers and download all and it will get all you need

If your router has 5G it likely won’t show up on the Wii. Some routers have a 2.4ghz option but if not you can go to a thrift store and buy a cheap router to hook up via Ethernet cable to your main router

my bad did not read the "no internet connection" part

but i do know that wii backup manager downloads the covers if you ask it to do it

but i do not know if it stays on the computer(for showing) or on the sd card
