I'm noticing in my game that the blue pulse is no longer visible, are others having the same problem?

Yea I've had the same issue. Don't know what's caused it but i don't build railguns enough to reliably create the issue

Same, barely build them. No idea if there is a setting i don't know, or if there is really something bugged.

Im not sure but i assume bug because i didn't mess with the settings of my railguns and they still didn't work

The blue rail effect should run down the magnets (barrel?) Every time the guns fires
