You can kind of do this, when thrown right you can drop loads of grenades out of transports, though it is limited to ones with fuses that require non heavy equipment to launch/throw (gas, smoke, harpa, bomastone, varsi)

Well... Technically that would be the inverse of what a leaflet was historically. Leaflets were generally supposed to give them a longer time to leave the area than the length of a primed grenade

True, but signs aren't always used to address the opposing faction. I could see how leaflets could quickly become toxic, especially since it's a mass message with widespread area meant explicitly for your in-game enemy
