Therefore, you want to kill as quickly as possible and with guns you can only do that with lots of bullets in rapid succession. There's no such thing as shooting to wound. Ever. I think your confusing drawing a gun and shooting a gun. Drawing a weapon is a matter of deterrence, albeit such that the target could sue for damages done if the deterrence was inappropriate.
This itself is another conundrum of American culture: Police draw weapons on minority groups far more than they draw them in Caucasians. An Caucasianโs are far more likely to win or settle a case regarding such action should it occur.

I see the problem in lack of education and opportunities. If you try saving money by cutting budgets for schools and infrastructure in economically weak regions (which are predominantly inhabited by minorities), you take their chances to get a good job. Which in turn makes me wonder if there are games where you don't know anyone's name until they introduce themselves (or are introduced by others).
