So with Gas you'll have to find a window or some sort of opening to toss it into

You can follow the arc, it takes a minute to get it down but eventually you'll be accurate enough to land it in

As for getting up on a second level there's a few ways
The main way is that the building is collapsed and somewhere there is an opening where you can get in. Some you can just walk into, some have stairs, some you have to actually climb over the rubble to get up etc

#

You might also be encountering garrisoned buildings which you can enter if you walk up to it and press Q, so long as it belongs to your faction
