yes, it costs 1,000 CC coins you do it on the website, you may want to look up a guide of what transfers and doesn't before doing so ... personal cargo bay and what you have on your character does, anything in legacy cargo hold does not for example

Also the legacy doesnt sync so everytime you want to sync your legacies you need to transfer a character
