I'm noticing that my 2018 gaming PC can't handle Very High graphics settings well despite having more powerful specs than what people were expected to be able to get their hands on at the launch of the game. That made me wonder how high someone's specs would need to be in order to be able to run the game at maximum settings smoothly.

SWTOR is just an old game. It's not optimised and it's not built on an architecture that can take advantage of the performance improvements and architectural tricks like hyperthreading that makes modern hardware so fast.
I am running a 5800X3D and a 3080ti, pretty much the best PC you could get 2 years ago, and still drop frames in PvP and ops. I have a friend with current generation ToTL hardware and it's still not enough. At this point it's a game limitation, not a hardware one - you basically can't buy your way into SWTOR performance.
There has to be something that would make Very High and Ultra settings run at least close to smoothly.
I run very smoothly in low demand environments like flashpoints and heroics
I think anything Ryzen 5 3600 and above with basically any modern graphics card (like post rx580 8GB) would have similar performance though
from what i've read,monitor size is the big one to watch for, don't try for huge screens, or don't push ingame resolution to big for the game to handle
I'm using a laptop with 1080 resolution so I don't think I have that issue.

I didn't anticipate the need for that level of specificity.
I did mess around with resolution just to test out your claim, and I discovered 2 things: small resolutions load quickly, and they don't fill the screen.
