I did and it just said it was locked

that's definitely a bug I would submit it via the option in world but yeah I know the missions typically the door isn't blue for me until I have clicked the panel on the wall .... the only other thing I could think and it's a long shot would be to try clicking Andronikos and see if the conversation somehow starts .... otherwise sadly I think you are stuck at needing to file a bug report on this one. To report a bug in-game, use the /bug command in chat.

Apparently the console is INVISIBLE
I just right clicked it while share screen with my friend that already did the quest
and it triggered haha
