some say to install via steam, than do it again via the official launcher, it'll force the required windows installs needed to get it up and going

if the play button dims and lights up again then

install directx 9 legacy files https://www.microsoft.com/en-us/download/confirmation.aspx?id=35
otherwise try installing C++ via https://aka.ms/vs/17/release/vc_redist.x64.exe , all else fails install the game via steam
