They won't work on miraluka unless your blindfold is the first option
Also if it doesn't work in the outfitter try actually equipping it

People have always complained about the hoods but many of them are glitchy/ impossible to get rid off no matter what
Only way is to be a specifc race who so not get hods at all on their armor
