My Swtor characters are under levelled. With my Sith Warrior character I am at the part where you gotta go to Alderaan and his level is only 25 where the level cap for Alderaan is 28. Same for my level 14 bounty hunter. Do I need to do more side quests or something?

heroics are good for both getting xp, credits, and the gear boxes that give 2 pieces tied to your level range
especially nice since, for the most part*, they reset daily
*all but the ones from the starter planets - those reset on that character every tuesday
side missions can be done too if you want but they can only be done once per character, and heroics are overall better for getting xp n whatnot

As mentioned, Heroics are good, but also look into doing daily flashpoint/warzone for some extra XP, realistically you should be fine if you do your main quest + every purple quest you see, these are usually Planetary story missions, but if you look at group finder there's a daily xp bonus for doing a flashpoint
