When you log in to SWTOR? It's possible there is a file on your computer that is changed/created to show that you accepted the user agreement. If your computer is removing this file, or you lack permissions to create this file, that could be the reason

Without knowing whether or not this is the actual case, and the location of that file, it can be hard to say. I'm on my work computer, so I'll have investigate on my computer later today to see if I can find such a file. It would either be in the game's installation directory, or the directory where the game saves your personal settings.

If such a file exists, you'd either want to manually change it yourself, delete it, or ensure you do have read/write privilege to it.

Run the game (or steam) as admin.

So I did some investigation in the game's files on my lunch break, here is what I've found, in the game's installation directory there is a file called eula.settings. The contents of this file are incomprehensible, so I wouldn't recommend changing it. If I delete this file, I am asked to accept the EULA, and then the file is created again. So it's working as expected.

Teddy's advice is good because it will ensure there is permission to create the file. Since this file is in the installation folder and not something like "appdata", it should be the perfect choice. If that doesn't work, find the eula.settings file and delete it, then try again.
