The simple solution would be to have 4 text layers, 2 copies of the top text 2 copies of the bottom text.
Make 1 copy from these pairs red and have that text be displayed when talking.
The complex solution would be to use keyframes and would only require 2 text layers, start the top one off red then keyframe it to go white when the talking stops then do the inverse with the bottom text. I had trouble getting this to work, my editing software appears to not like text being keyframed that much.
