My guess is that the bottom videos highlight a specific object that the viewer can rest their eyes on and get an idea of what the video is about

The second-from-the-top thumbnail is kinda cluttered

While the top one is just a building. Judging from the title, you could afford putting an arrow with the word "FREE?" Or "FREE STATION?" On it
