I think you have achieved 'low quality', but it doesn't really scream '2013' to me

the 'Outlast' text shouldn't be that blurry

and 'the scariest game ever made' is basically unreadable, need to decrease that decay effect and probably add a white outline

Your face should be larger

and I would recommend more saturation on literally everything, try to really extract that 'green' as much as possible
