I am trying to reforge my earplugs and its not rerolling its bonus attributes for quality tools.

the balancing seems forced? idk but that's what it looks like to me, since if I wanna reroll, I'll just craft another one, why restrict the reforging to that extent (forces the user to craft which is more tedious)

There shouldn't be qualities generating on them anymore. If you had a 1.1.0 world itll keep the quality, but 1.1.1 should not be generating new qualities at all.

The bauble modifiers from Bountiful Baubles are a different story, those give no option to blacklist modifiers from specific items.

1.1.1 should be this, where earplugs/blindfolds do not generate qualities

They still generate the xp qualities as I used like 2 stacks if planks to get hearty
