Also this is EXTREMELY weak. Needing 4 full stock build time ubers to achieve sth similar to vacc is way too slow also snowballing is bad

This wouldnt be bad, this eould be op, as a medic main you have basically made the diamond back of mediguns, let me break it down, a medic with stock should already be playing safe and building uber, 10% isnt much and snipers dont do kuch different since medic can still be quick scoped.

This isnt even addijg to settup times in payload/vip, you can get 2 or 3 ubers and then you can play risky all round

I don't really like snowball weapons on a conceptual level, this is either completely useless or oppressive depending on the server
