if the benefits weren't so extreme i could see something like this working
Giving demo a new form of mobility should come at the cost of the mobility he already has
It's part of the reason why demoknight works in live
why does it even modify movespeed actually
it would suck for him to just be fast on top of having explosive jumping
imagine scout with explosive jumps, I would just never die

so it allows him to not die trying to get enemies with the crit

why
you get free crits AND movement speed, simply just being marked for death isn't that relevant of a downside
It's just crit o cola on demoman
and with the severe repositioning power of demoman on top of the move speed buff it would be too easy for him to get to the positions that negate the downside of being marked for death
this would just be the "spam down chokepoint" tool since if you can't aim then you're just going to lob it wherever in the hopes that you'll get someone (you will)

Firstly scout speed is absurdly much, secondly free critz is busted as hell with sticky and finally the drunk effect makes killing your enemy LITERALLY LUCK BASED. Have you tried playing with it????
the risk is very minimal at times
again, you don't need perfect accuracy to spam down a choke and rack up free crit kills

i feel like you are really underselling what "crit boosted demo on demand" is like
id gladly be a demo with roughly 130-140ish effective health (if im doing the mental math right) in exchange for full crits
hell id gladly be a 100-125 hp demo for mini crit pills ngl
a single crit pill can drop literally every class in the game, with only overhealed heavies barely tanking it
a crit roller iirc can kill all non soldier/civis/heavies
imo id drop the speed (and tbh make it make you move slower), lower the boost to minicrits, and maybe make the effect have a long ass cooldown
core idea is neat and i love the idea of a demoman self buff melee— full crits is a tad much tho

Even as JUST a mobility tool standpoint this is utterly busted
With the only downside being bound to the bottle which it just negates with it's ability is just.... unreasonable
I must admit I have a soft spot for these type of silly weapons
I think giving this weapon more of a sticky jumping utility could better deliver on what you’re trying to do
Give this thing drunk effect+n% knock back vulnerability to explosives+crits while rocket jumping and I think you have what you wanted to do while still being balanced and having utility outside of the gimmick
