The downsides are extremely minimal for such upsides. Consider this you have 20 whole second of cloak and on kill you gain 10s which is an entire stock watches worth of time. That all just makes the downsides rather meaningless.
Unless you constantly get caught before backstabbing this is pretty much an upgrade
