I'd take a sway effect over the current rate-of-fire and reload speed nerfs, plus how does you being tranquilised make your gun shoot slower anyway?

If your gun was semi auto, I could see it since firing would require your finger to pull the trigger repeatedly, and that'd be harder to do if you were suddenly tranquilized

but if your gun was full auto, yeah that makes no sense. did the gun get tranquilized as well?
