The weapon will be a combo of some melee weapon (My thought is a lead pipe but it could be whatever) and a backpack that actually carries the supplies.
My attempt to give scout a melee weapoon that provides a better support niche for him. I sorta spun this off the idea of the Candy Cane hence the same explosion weakness with the potential to heal from it. That is also combined with swapping to it being a decent bit slower making it slightly more of a commitment to pull out and use the supply pack before being able to swap to other weapons. Notably this weapon won't cause scouts to get one shot by direct rocket hits from stock unlike the candy cane.
My hope is that this helps give scout more of that midrange engagement role the nailgun and brick have offered with his melee now being able to top up a nearby ally as needed. Or a roaming scout could in theory use it to keep himself going with that on demand small health kit as long as he doesn't run into some soldier or demo.
Also just a funny thing but scout giving snarky remarks as he gives his allies stuff would kinda funny as well.
