The idea being to make hosting a listen server easier for players who aren't versed with console commands. I envision it like this: the "create server" button stays visible for the server's creator after loading it, probably renamed "edit server" in this situation. It appears the same, but the "start" button is replaced with "OK" and "apply". So if they change any settings, their respective convars are updated in real-time, and if they select a different map, it'll do a changelevel (probably after an "are you sure?" menu pop-up for changing the map).
-# I know the setting-changing aspect wouldn't be as valuable since 3.0.1 doesn't have any more settings available than the basic ones, but modders (if not the devs themselves) can easily add more.
