because the votescramble plugin from vf4 and in-game scramble are different things im pretty sure
vf4 just disabled the vote menu and instead used plugins to replace voting features like that

Correct. We're currently working on getting the previous scramble plugin functioning on the new version.
Once we do, we'll no longer be using the stock behavior.
