The final part of my non-lethal weapon suggestions. In the late 20th century, certain guerrilla groups realised that land mines were more effective when slightly weaker. Rather than killing the target, they would be injured. Injured soldiers need vehicles or other soldiers to carry them to hospitals which quickly filled up. This is a tactic from real warfare.

Non-lethal: the weapon is unable to reduce a players health below a certain value (like 10)

The minelayer has an inherently unfair aspect. Players can be killed by a weapon that has little to no risk, skill or oppurtunity cost (price of not having dynamite). It is rather annoying to face a 20 second respawn because of something that fires faster than stock.

But what if it was non-lethal. The weapon would still be an evil and unfair but nobody's game will get ruined. Firstly the weapon could get some much needed buffs like 6 max mines and clip size. Demomen carrying the minelayer become chip damage masters, capable of huge dps but taking much more skill (primary weapon) to finish enemies off when alone. Mines would be more spread out since stacking will never get kills. Any demoman carrying this is easier to kill than a demo with stock.

imo if the mines just made each other fizzle out when they are inside the other mines blast radius, it would fix the stacking problem and make it an actual mine layer (to make mine fields).
