I think the Witch School map was most likely canceled due to issues with 1.13 and not wanting to update the games whilst trying to fix the issues. I don’t think it is a problem or the maps not getting completed as they would not have announced that if they did not see it possible. Also, although a lot of people want Halloween maps to stay, they are still designed for Halloween. There have been a few maps they have kept such as Snowfall for Deathrun which was originally a Christmas Map released on Java in 2017 but kept. If they kept adding maps, I feel like it would quickly lose the value of being a seasonal Halloween map. I did a survey on that recently and 75% of players did not want to see seasonal maps should be available permanently.
