If all the seekers leave a random hider is chosen to become a seeker.
I've personally experienced it, no seekers shouldn't be an issue.
Also, AFK seekers allow you to have a chance to try out the seekers killed stat; just don't try to farm it as it is against rules.

I've actually never heard of any Hide and Seek specific rules
Other than not abusing certain bugs...
Besides from hacking, flaming in chat and using bugs, you can really do anything you want
