sometimes it gives you just barely enough height to clear the fence (and 99% of the time you will end up hitting the fence), and other times it gives you plent to clear the fence (like 2 blocks extra height)

Because it's not as simple as just increasing the number - they need to create new cosmetics for the majority of the levels they add
New levels will be coming in the future though.
Treasure Wars will be getting more levels shortly and then either Hide & Seek or DeathRun will get the next update
