Recently I've heard constant rumors of recroom shutting down, I'm simply wondering are these rumors true, and if not if anyone may know where they come from?

They're rumors, nothing more.
They're based on some bits of truth, like if you look at the Steam player count over time, it's slowly going down. Then there's some recent blog posts hinting at the fact RR may not be in a very good financial situation.
And lot's of people disagreeing with recent changes or decisions (MakerAI, Old bean removal...) says the game will die.
As far as I can tell, if the game was really shutting down, RR wouldn't still be releasing updates weekly. Other VR games did die and they kept online for a while with no updates whatsoever for several months. RR is not there yet.
