I don’t think it’s supposed to be available to Older players I made an alt for the new dorm customization and it showed me two pop ups

  1. The starter pack
  2. The scarecrow set

So I’m pretty sure it’s only for new players

Newer accounts get special offers to coax them into spending money. Older accounts will not get these.
Your best bet is waiting for October, the scarecrow set may release around then
